Director of Panchayati Raj, Sham Lal on Friday chaired a review meeting to assess the progress of Panchayat infrastructure works taken up across Jammu and Kashmir in the financial year 2025–26.
The meeting focused on the physical progress of Panchayat Ghars (PGs), land identification for new constructions, fund disbursement through the SNA SPARSH portal via BEAMS and the operational status of Panchayat Learning Centres (PLCs).
Progress under the People's Plan Campaign (PPC), Model Women Friendly Gram Panchayats, DARPG Awards and preparations for Constitution Day (Samvidhan Diwas) (November 26) was also reviewed.
It was informed that the department has set a target of constructing 640 Panchayat Ghars across the Union Territory. “Of these, land has been identified for 549 and 530 estimates have been submitted”.
Sham Lal directed the departmental functionaries to resolve all pending issues related to Panchayat Ghars on priority. He asked the stakeholders to immediately formulate estimation reports for the Panchayats where land identification has already been completed.
While appreciating the overall performance of districts, he urged officials to accelerate efforts to achieve all assigned targets within the stipulated time frame.
The Director further clarified that all billing will now be processed through the BEAMS system, while fund disbursement will be carried out via the SNA SPARSH platform.
Regarding the People’s Plan Campaign, Sham Lal instructed Assistant Commissioners Panchayat to intensify efforts and ensure that the data is uploaded only after proper verification. He also emphasized the installation of Public Information Boards for developmental works and the organization of Gram Sabhas on designated days as part of the campaign.
Speaking about Model Women-Friendly Panchayats, he called for timely uploading of relevant data along with DCF forms. He also stressed the need to identify and nominate Panchayats with exemplary developmental performance for the DARPG Awards.
The meeting also discussed preparations for the observance of Constitution Day on November 26. Listing Constitution day activities, he asked for organizing wall painting events, Constitution marathon and filming of preamble recitation videos. He added that while these activities are to be conducted across all Panchayats, these must be organized as live programs in the PLCs.
The meeting was attended by Assistant Commissioners Panchayat, Executive Engineers of the Rural Engineering Wing, Block Development Officers and SPRC/DPRC team.
