The Jammu Municipal Corporation has recently issued a final notice to M/s Omkar Nests Pvt. Ltd., developer of Royal Nest Sapphire, Kunjwani Bypass, Jammu, making full compliance with key safety, emergency-access and environmental requirements a prerequisite for issuance of the Occupancy Certificate.
The action follows residents' representations concerning the kitchen exhaust and ventilation system of an adjoining restaurant, installed on the common wall facing the main entrance of the residential premises. Residents had raised serious concerns regarding the impact of kitchen fumes, odour, noise and other emissions on the residential environment.
Taking cognisance of the matter, JMC directed the developer to raise the exhaust ducts to an appropriate height so as to prevent adverse impact of emissions on the residential premises. Importantly, JMC also addressed the provision of a stretcher-compatible lift facility. recognising its critical importance for emergency medical evacuation in a high-rise building. The Corporation noted that the lifts installed in the residential blocks did not meet the requirement for accommodating a stretcher. The developer has accordingly been directed to provide at least one lift with stretcher-compatible dimensions in each residential block in place of the existing lifts, to address the legitimate safety concerns raised by the occupants.
The Corporation further directed that the side setback be kept completely free of all obstructions forthwith, ensuring unhindered movement of fire tenders and emergency vehicles in the event of a fire or other emergency.
JMC made it unequivocally clear that the above directions are required to be fully complied with before the Occupancy Certificate can be issued as applied for. Residents welcomed the Corporation's intervention, terming it a significant step towards ensuring that commercial activities adjoining residential premises do not compromise residents' health, inclusion of the stretcher-compatible lift requirement, statutory emergency-access requirements in this high-rise residential project. change news heading and news pattern
