The Government of Jammu and Kashmir has formally sanctioned the promotion and regularisation of six in-charge Chief Engineers (Mechanical) within the Public Works (R and B) Department.
According to Government Order No. 206-PW (R and B) of 2026, issued on June 11, 2026, the decision follows a directive received from the General Administration Department dated June 9, 2026.
The order confirms the substantive appointment of these engineers, effective from specific dates corresponding to their respective tenures and retirement. The engineers listed for regularisation include Er. Vinod Kumar Luthra ( July 17, 2012 to July 31, 2012), Er. Sunil Gupta-II (July 1, 2017 to July 31, 2017), Er. Maninder Pal Singh ( March 15, 2022 to March 31 2022), Er. Afaq Showkat (April 1, 2022 to March 31, 2023), Er. Manga Ram (March 15, 2024 to January 31, 2025), and Er. Bodh Raj ( April 18, 2025 to April 30, 2026).
The remuneration for these positions falls within the pay band of Rs. 37,400–67,000 with a grade pay of Rs. 8,700, under pre-revised Level-13 (123,100–215,900) up to August 6, 2024, and in Pay Level-13A (131,100–216,600) with effect from August 7, 2024, as applicable to each officer.
