Jammu and Kashmir cabinet, led by Chief Minister Omar Abdullah, will meet on September 10 in Srinagar to deliberate and finalise the business to be transacted, during the ensuing autumn session of Union Territory (UT) Legislative Assembly.The cabinet, as per sources, will take call on the bills, resolutions and other government business which need the House’s approval and hence will be taken up in the upcoming J&K Assembly session, commencing from September 21 in Srinagar.
Besides routine administrative matters and few transfers, the cabinet may also deliberate on some issues confronting it, a range of proposals and policy matters aimed at strengthening governance.Among the bills to be deliberated during the cabinet meeting will prominently include the one related to Ease of Doing Business (EODB).
Earlier on September 2, the J&K cabinet was given a presentation on the EODB bill by the concerned officials. Sources maintain that the revised bill, addressing the concerns related to Industry and Commerce, Housing and Urban Development and Fire Services departments, will be presented before the cabinet for approval on September 10.
The EODB issue was part of the August 4, 2026 cabinet meeting as well given its importance yet the approval (by cabinet) was put on hold in wake of certain queries by the ministers.
The significant proposed bill once approved will see drastic reduction vis-à-vis requirement of No Objection Certificates by various government departments or agencies.
This will be the first cabinet meeting after the Chief Minister’s much hyped meeting with the Union Home Minister Amit Shah in the union capital on September 4, where the issues related to statehood, business rules, reservation and other pending files figured during the deliberations.
Once the government finalises its business, it will intimate the Speaker J&K Legislative Assembly.
After cabinet’s approval, the bills, resolutions will be sent for the Lieutenant Governor’s nod and given his (LG’s) clearance, they will be lined up for introduction in the J&K Legislative Assembly.
Following deliberations with the elected government, the Speaker will list the provisional calendar of business and sittings. The Business Advisory Committee may, later, tweak the calendar if some changes are warranted.
It is being presumed that the autumn session may last 10-12 days with a provision of 7-8 sittings.Lieutenant Governor Manoj Sinha on August 12, 2026 had summoned the autumn session of Jammu and Kashmir Legislative Assembly in Srinagar on September 21 at 10 am, in exercise of the powers conferred upon him under section 18(1) of the Jammu and Kashmir Reorganization Act, 2019. Earlier on August 4, 2026, the J&K Council of Ministers, in its meeting presided over by the Chief Minister Omar Abdullah in Srinagar, had sent this recommendation to LG Sinha vis-à-vis convening of the autumn session of the Union Territory legislature from September 21, 2026.
After the LG Sinha issued an order summoning the session, the J&K Legislative Assembly Secretariat, through a bulletin, asked the MLAs to submit notices of 8 questions (each) – 4 starred and 4 unstarred and one bill (each) by or before August 25, 2026 and two resolutions each by or before September 5, 2026.
The members may also send their notices (questions, bills-resolutions) on NeVA (National e- Vidhan Application digital) platform of J&K Legislative Assembly.
The session is being held almost a fortnight ahead of the expiry of the deadline i.e., October 4 of convening a session within six months of the previous session, as per the constitutional requirement.
Previous session i.e., the budget session of J&K Legislative Assembly in Jammu had ended on April 4, 2026.
