Statement made by the Principal Secretary, Planning,Development & Monitoring

Department, Mr Rohit Kansal, who is also the State GovtSpokesman, at a Press Conference in Srinagar this evening

·        LAHDC Act wasamended in 2018. The Amended Act provides for further empowering theDevelopment Councils of Leh and Kargil to exercise administrative and financialpowers in order to address the concerns, requirements and aspirations of thepeople living in the Ladakh Region.

·        Vide SRO-120the state Government ordered the establishment of new Ladakh Division withheadquarters at Leh and Kargil.

·        A DivisionalCommissioner stands posted in Ladakh Division and has been functioning thereever since.

·        VideGovernment Order No. 230 – GAD of 2019 dated 15-02-2019 a committee was constituted by the GeneralAdministration Department with terms of reference as under:-

o   Finalise theperiodicity of the Divisional Commissioner and Inspector General of Policesitting at Leh and Kargil, viz. Weekly, fortnightly, etc;

o   Identify the postsof divisional level heads of various Departments that may be required for thenew Ladakh Division, their equitable location at Kargil and Leh, roles &responsibilities and staffing patterns; and

o   Any othermeasures, as may be necessary for operationalisation of the division.

·        In pursuanceof its mandate the committee visited Leh on 18th February 2019 and Kargil on23rd February 2019. During the visit, the committee met the CECs and CouncilMembers of the respective LAHDCs and other stakeholders of both the districts.

·        Based on thefeedback and discussions with the above mentioned LAHDC representatives andother stakeholders of Leh and Kargil districts the committee submitted itsreport and recommendations.

·        The StateAdministrative Council (SAC) which met here today on 3rd of July 2019 under theChairmanship of Hon’ble Governor accorded approval for the creation of 495posts of various categories in different departments in both Leh and KargilDistricts.

·        These includeposts of 12 Directors, 4 Chief Engineers, 4 Joint Directors, Chief Conservatorof Forest, Regional Wildlife Warden and other senior positions. Over 470 moreposts at different levels and belonging to a variety of departments have beencreated to support the Directorates and Chief Engineer Offices that will be nowestablished in the Ladakh division.

·        The committeein its recommendations has emphasised that the placement of a particular officeat a district is on purely administrative basis and will in no way deprive thepublic of any of the districts from the due services of the offices which arenot based in that district.

·        The StateAdministrative Council too has directed that Directors and HoDs of LadakhDivision will conduct regular tours of both the districts in the Division.

Flow of Funds to the Directorates/ Divisional level HoDs

Consequent to the establishment of a new Division in Ladakh,the flow of funds to the Directorates/ Divisional level HoDs would follow thesame principle as in the case of transfer of funds to the Ladakh AutonomousHill Development Council per the GO No – FD dated 02-01-2019 whereby theadministrative departments releases the funds to the Ladakh Affairs Departmentwhich in turn credits it to major head 8448-Deposits 113-LAHDC and releases toDy. Commissioner/CEO of the concerned districts. The CEO of the LadakhAutonomous Hill Development Councils (Deputy Comissioners) would furthertransfer the said funds to the respective Directorates/ Divisional level HoDs.The system of crediting into major head 8448 would not only ensure non-lapsingof funds but will provide for better monitoring because of only one channel offlow of funds.
